If you have any suggestions, I would still like to try to get Windows 10 running if possible. I concluded that maybe the Model 7.1 hardware was just too old at this point.
I finally gave up after multiple further attempts and reverted to a windows 7 based VM, which installed and started up all the way to the desktop. Helped performance a little, but still got the same "loopy" outcome. I am not sure of the virtual hardware version other than using default settings except a reduction to a minimum 25GB disk and increase to 3GB RAM for most of the tests. The VM was a new one built with Fusion 8.5.10, which is the newest version that supports the Macbookpro7.1 model I am using. The windows 10 file was the most recent ISO when I downloaded it from the Microsoft site (file name is Win10_20H2_v2_English_圆4.iso).
